So What does "FDA-approved" Really Mean?
When reading your skin care labels, you might be surprised to see “FDA-approved” as listed. FDA-regulated does not mean FDA-approved. FDA does not have the legal authority to approve cosmetics before they go on the market, although the FDA does approve color additives used in them (except coal tar hair dyes). However, under the law, cosmetics must NOT be "adulterated" or "misbranded." The FDA has the authority to carry out the inspections on cosmetic manufacturers, but does not require cosmetic companies to divulge such safety information with the FDA. While the cosmetic manufacturer has a duty and responsibility to ensure the safety of each of their products, the FDA does not require any specific testing to measure safety control of the skincare products and listed ingredients.
In comparing regulations between the U.S./ Europe/ Canada, it appears International regulations are much stronger in Europe than the US or Canada. Canada comes in much higher than the US, the sad fact is that as of 2009, the EU has banned 1328 chemicals from being put into their cosmetics and In contrast, as of 2018, the US has banned only 30.
